Yaw, Owlett Announce PENNVEST Funding for Westfield Borough

State Sen. Gene Yaw and State Rep. Clint Owlett have announced a significant investment in Westfield Borough, Tioga County. The $957,846 state funding allocated through the Pennsylvania Infrastructure Investment Authority (PENNVEST) will be used for the replacement of the Church Street sewer pipe.

Sen. Yaw emphasized the importance of supporting communities in upgrading their water systems, stating, “Ensuring our communities are equipped to properly handle wastewater is good for our citizens and good for our environment and I was pleased to support this important investment.”

Rep. Owlett echoed the sentiment, highlighting the impact of the project on public health, saying, “These necessary improvements will ensure the efficiency and reliability of the community’s wastewater treatment system for decades to come. I was happy to join Sen. Yaw in support of this funding.”

The project involves replacing approximately 2,300 feet of failing clay pipe with new 80-inch high-density polyethylene pipe through trenchless pipe bursting. This upgrade aims to improve the reliability and performance of the sanitary sewer system, prevent future sinkholes, and reduce operational and maintenance costs at the wastewater treatment plant.

Yaw and Owlett pointed out that the existing system serves over 400 households in the Borough, and the funding for these upgrades will help prevent future rate increases for consumers. In addition to the grant, PENNVEST also approved a $401,654 loan for the same project.

PENNVEST, established in 1988, provides financial assistance to fund the construction of drinking water, sewer, and stormwater projects in communities throughout Pennsylvania.
